关于成立中瑞（典）绿色转型投资工作组的联合声明

为进一步加强中国—瑞典经贸联委会（1978年成立，2006年更新）的工作，中华人民共和国商务部副部长凌激与瑞典外交部外贸国务秘书言禾康于今日共同决定，将“投资工作组”与“经贸领域节能环保工作组”合并为“绿色转型投资工作组”。绿色转型投资工作组将基于“开拓可能”平台1的经验开展活动。工作组将聚焦中瑞企业在绿色转型投资中有共同利益的四大关键领域：

——绿色能源与生产。例如，可持续供热与可再生能源。

——绿色交通。例如，低碳与智能运输。

——供应链与循环经济。例如，提升透明度与更多使用创新材料。

——可持续城市发展。例如，绿色基础设施与废弃物高效管理。为促进工作组内与双方相关的议题对话，中方代表机构包括商务部外国投资管理司、对外投资和经济合作司、投资促进事务局。瑞方代表机构包括瑞典贸易投资委员会，参与“开拓可能”平台的相关瑞典企业及组织，瑞典外交部可持续商业与创新大使。工作组活动将基于共同利益与可用资源开展，并遵循参与机构的各自职责。工作组内双方开展的活动受其自身预算约束。原则上，双方自行承担己方参与相关活动的费用。本联合声明不具备法律约束力。工作组运行机制的调整和补充须经双方书面同意。本联合声明将作为工作组的指导文件，直至召开下一次经贸联委会会议。届时，工作组将汇报工作成果，并决定下一步活动安排。

InordertostrengthentheworkoftheJointCommitteeonEconomic,IndustrialandTechnicalCooperationbetweenSwedenandthePeople’sRepublicofChina,originallyestablishedin1978andupdatedin2006,Sweden’sStateSecretaryforForeignTrade,HåkanJevrell,andChineseViceMinisterofCommerce,LingJi,onthisdayhasdecidedtomergethe“FDIWorkingGroup”andthe“EnvironmentalProtectionandEnergyConservationWorkingGroup”intothe“WorkingGrouponGreenTransitionInvestments”.

TheWorkingGrouponGreenTransitionInvestmentswillbuildontheexperiencesgainedfromthe“Pioneerthepossible”platform1.TheWorkingGroupwillfocusonfourkeyareasofsharedinterestforSwedishandChinesecompaniesinvestinginthegreentransition:

–greenenergyandproduction,e.g.sustainableheatingandrenewableenergy,

–greenmobility,e.g.low-carbonandsmarttransportations,

–supplychainandcircularity,e.g.increasedtransparencyandinnovativematerials,

–sustainableurbandevelopment,e.g.greeninfrastructureandefficientwas********nagement.

InordertofacilitatedialoguewithintheWorkingGrouponissuesrelevanttobothparties,SwedenwillberepresentedbyBusinessSwedenandtherelevantSwedishbusinessesandorganizationsengagedinPioneerthepossible,aswellastheAmbassadorforSustainableBusinessandInnovationatSweden’sMinistryforForeignAffairs.ThePeoples’RepublicofChinawillberepresentedbytheDepartmentofForeignInvestmentAdministration,theDepartmentofOutwardInvestmentandEconomicCooperation,InvestmentPromotionAgency.

TheactivitiesoftheWorkingGroupwillbecarriedoutinlinewithmutualinterestsandavailableresourcesandundertheparticipatingorganizations’respectiveresponsibilities.ActivitiesconductedbythePartiesactiveintheWorkingGrouparesubjecttothebudgetofeachParty.Inprinciple,eachPartyisresponsibleforitsownexpenditureforrelevantactivities.NothinginthisJointStatementislegallybinding.AlterationsandamendmentstothefunctioningoftheWorkingGroupsshallbemadebymutualconsentofthePartiesinwriting.ThisJointStatementwillguidetheWorkingGroupuntilthenextmeetingoftheJointCommitteeonEconomic,IndustrialandTechnicalCooperation,wheretheWorkingGroupwillpresenttheirwork,andatwhichfutureactivitiesoftheWorkingGroupwillbedecided.
